Le chef de file, membre majoritaire du groupement, est désigné èômmè- mandataire représentant l'ensemble des membres vis-à-vis du service contractant. Il coordonne, à ce titre, la réalisation des prestations des membres du groupement et est le seul habilité à prendre des engagements et à recevoir des instructions :
